Over the years maybe not so long ago when I first met Jay I realized he was a very special Police Officer. He had a very unusual background as a Law Professor. It was the first time I met a new Police Officer with a Degree in Law Enforcement. It was the beginning of Unions representing Law Enforcement. He was my go to Legal Eagle. Then I met his beautiful Bride Julia the former Miss Kentucky. The history of them together was very special. I’ll miss Jay and his Laugh at the Moose Lodge and that partner of his Julia.
